Building upon the work of the previous two years, by September 30, Improve the efficiency, effectiveness, and strategic alignment of recruitment and retention strategies and processes to attract, hire, and retain top talent. By September 30, 2025, USDA will decrease the total number of permanent employee separations by 1% per year, with concentration on the number of permanent employee separations having less than 1 year as well as 1-2 years of service as compared to the FY23 YTD baseline.
